FTE Weighting Factors Oxford University Press
An FTE is a Full Time Equivalent person/student/patron. Oxford University Press realizes that their products have different appeal in
different kinds of libraries. To adjust the cost of the product for the different
audience types, OUP has developed the weighting factors listed below.
K-12 Schools measure FTE based on the fall student enrollment. There are explicit formulas used in many schools and state departments of education for calculating FTEs. Any reasonable definition is acceptable.
- 15 percent of the number of students enrolled in grades 6-12.
Higher Education Institutions measure FTE based on the fall student enrollment. Any reasonable definition is acceptable.
- 4 year Academic Institutions: 100 percent for the first 35,000 FTEs; 50 percent thereafter.
- 2 year Academic Institutions: 50 percent of FTEs.
- Specialized Institutions: 50 percent of FTEs
- Tribal Colleges and Universities: 50 percent of FTEs.
Businesses, Corporations, Nonprofit Organizations and Government Agencies count their FTEs based on the number of staff that have access to the Web.
- Special Libraries (Corporate, government, medical): 100 percent of employees with network access
- Nonprofit Organizations: 50 percent of the number of employees with network access
Public and State Libraries measure FTEs on the basis of the population served. If this is too nebulous, then use the size of the population in the geographic area that contributes tax revenue to fund the library. The number of library cards issued should not be used to measure FTEs.
- 4 percent of the total population served under 100,000
- 3.5 percent of the total population served from 100,000 to 200,000
- 3 percent of the total population served from 200,000 to 500,000
- 2.5 percent of the total population served from 500,000 to 1,000,000
- 2 percent of the total population served over 1,000,000
